80919 sits directly below the Waldo Canyon burn scar. That single fact changes almost everything about water damage here — where it comes from, how fast it arrives, whether insurance covers it, and what you should have in place before the monsoon starts in July.
Water damage
The ground above you burned, and burned ground does not absorb water.
In June 2012 the Waldo Canyon Fire burned 18,247 acres across four sub-watersheds — Camp Creek, Douglas Creek, Fountain Creek and Monument Creek. It destroyed 346 homes, the overwhelming majority of them in Mountain Shadows, and forced one of the largest evacuations in Colorado history.
The fire is fourteen years behind us. The hydrology is not.
When intense heat passes over soil it creates a water-repellent layer near the surface and destroys the vegetation and root structure that used to slow runoff. Rain that would have soaked in now sheets off. The result is that a storm producing nothing at all in an unburned watershed can produce a wall of water, ash and sediment in a burned one — and it can do it within about 15 minutes of the rain starting.
Watershed recovery after a fire of that severity is measured in decades. Assessments after Waldo Canyon put full recovery at up to 30 years, which puts 2042 at the outside edge. You are living in the middle of that window, not past it.
What this means practically for a homeowner in 80919:

Colorado Springs
The ZIP covers several distinct neighbourhoods with genuinely different exposure.
Mountain Shadows. The neighbourhood that took the worst of the 2012 fire and rebuilt. Backs directly onto the Rampart Range and the burn area, with the shortest runoff distance in the ZIP. Housing here is a mix of 1970s–2000s originals and post-2012 rebuild.
Peregrine. North of Mountain Shadows, higher and steeper, with substantial slope drainage arriving through property rather than through street storm systems.
Rockrimmon. East and downslope, 1970s–90s stock built into a series of drainages. Split-levels and walkouts are common, and so are homes where the lowest level is cut into the hillside on one side and open on the other.
Pinon Valley and Oak Valley Ranch. South and east toward Garden of the Gods Road, flatter, with more conventional basements and a mix of 1980s–90s construction.
Cedar Heights. Gated, higher, and the most wildfire-exposed part of the ZIP — which is also the part with the longest emergency response distance in 80919.
Down at the bottom, the Garden of the Gods Road corridor carries most of the ZIP’s commercial and office stock. Ground-floor and below-grade commercial space along that corridor takes runoff arriving from everything above it.
Water damage
No. This is the single most expensive misunderstanding in this ZIP code.
Standard homeowners policies exclude flood, which means surface water arriving from outside the building. Burn-scar runoff, debris flow and monsoon flash flooding all sit squarely inside that exclusion. It does not matter that the fire was a covered peril in 2012 — the water event fourteen years later is a separate, excluded cause of loss.
Flood coverage is separate. Through the NFIP it carries limits of $250,000 for the building and $100,000 for contents, with contents settled at actual cash value rather than replacement cost, and a 30-day waiting period before a new policy takes effect. Private flood carriers exist and sometimes offer higher limits.
Two things people in 80919 consistently get wrong:
“I’m not in a flood zone, so I don’t need it.” Flood maps are built primarily around riverine and channel flooding. Post-fire debris flow off a slope does not respect them, and a substantial share of flood claims nationally come from outside high-risk mapped zones. Being outside a mapped flood zone is not the same as being outside the risk — and it usually means the premium is lower, not that the coverage is pointless.
“I’ll get it when it looks like a bad monsoon season.” The 30-day waiting period exists specifically to stop that. Buying in July for an August storm does not work.
And if you have a walkout or a finished lower level, read the NFIP basement rules before you assume you are covered. NFIP provides no contents coverage below grade regardless of flood zone, and finished improvements below grade receive very limited or zero payout. What is covered down there is essentially the unfinished structure — foundations, stairs, untaped drywall, non-flammable insulation — plus specific equipment including the furnace, water heater, sump pumps, washer, dryer and freezer. A finished basement family room in Rockrimmon is largely uncovered under NFIP even with a policy in force.

It helps, and it is not a guarantee — and understanding the difference matters if you live here.
Following Waldo Canyon, the City of Colorado Springs and partner agencies built substantial post-fire stormwater infrastructure serving the Camp Creek and Douglas Creek drainages, including detention and sediment capture designed to slow flows and hold back the debris that does most of the damage. Considerable watershed rehabilitation work — mulching, seeding, erosion control — was carried out across the burn area as well.
What that infrastructure does: reduces peak flows, captures sediment and debris, and buys time on moderate events. It is the reason many storms since 2012 have passed without incident.
What it does not do: eliminate the risk. Detention structures are designed to a storm magnitude. Sediment basins fill and require maintenance. And none of it protects an individual property from water arriving overland across the slope directly above it, which is how most residential losses in this ZIP actually happen.
The honest position: the infrastructure has made a real difference, and the residual risk on your specific property is a function of what is uphill of you, not of what the City built two drainages over.

Water damage
The monsoon window runs roughly mid-July to mid-September. Six things, and the first two are free.
Know your uphill drainage. Walk the slope above your property once, in daylight, before the season. You are looking for where water would go — swales, ditches, the low line between houses, and anywhere debris has already collected. That path is where it will come from.
Clear what you can. Window wells full of pine needles and gravel, blocked area drains, downspouts discharging against the foundation, and debris in the swale. A blocked window well is the most common single point of failure in 80919 — it turns a drainage feature into a bathtub against your basement glass.
Get flood insurance in place by mid-June. Thirty-day waiting period. If you decide in July you have decided for next year.
Photograph the property now, in good condition. Exterior, grading, window wells, the finished lower level, and anything valuable stored below grade. Ten minutes. If you ever need to prove pre-loss condition, this is what does it.
Have a sump pump you have actually tested, and a plan for what happens if the power goes out during the storm — which is exactly when it will.

Do not wait for an adjuster before mitigation starts. Water sitting in a finished lower level for three days is a substantially larger loss than the same water extracted in three hours, and most policies place a duty on you to take reasonable steps to prevent further damage rather than to wait.
Water damage
Five, and only two of them are storm-related.
Overland runoff and debris flow. Water arriving across the slope, into window wells, through walkout doors and under garage thresholds. Ash and sediment make it Category 3 and it usually means removal rather than drying for carpet, pad and anything porous it touched.
Window well flooding. The classic 80919 loss. The well fills faster than it drains, hydrostatic pressure builds against the glass, and the window fails inward. It happens in minutes and it delivers water directly into a finished lower level.
Walkout and lower-level intrusion. Split-levels and walkouts cut into a hillside take water at the transition — where the below-grade side meets the at-grade side. Grading that was fine in 2005 is often no longer fine after two decades of settlement and landscaping changes.
Frozen and burst pipes. Higher elevation on the west side means colder nights and deeper freeze exposure than the east of the city. Burst risk climbs sharply below about 20°F with six or more hours of exposure, and it concentrates in garages, north-facing exterior walls, and homes empty over the holidays. This is genuinely the more common loss in 80919 across the year — the burn scar gets the attention, but December takes more calls than August.
Ordinary supply and appliance failures. Water heaters, washer hoses, dishwashers, fridge lines. Unglamorous, constant, and no different here than anywhere.
Colorado Springs
Better in most respects, and it introduces two problems worth knowing about.
Better: modern supply plumbing rather than polybutylene, current insulation and vapour detailing, modern egress requirements, and grading designed to post-fire drainage expectations rather than 1978 ones.
The two catches:
Rebuild-era construction was built fast, at scale, under pressure. When several hundred homes go up in the same few years using the same trades and the same details, the defects repeat. We see the same fitting, the same transition, the same detail across multiple houses in the same street. That is genuinely useful diagnostically — if we have seen it three doors down, we know where to meter first.
Finished lower levels are much more common in the rebuild stock than in the 1970s originals. Which means when water does get in, the loss is far larger. A 1978 Rockrimmon split-level with an unfinished lower level takes a mop and a fan. A 2014 Mountain Shadows rebuild with a finished walkout family room, a wet bar and carpet is a full mitigation job.
The 1970s–90s original stock has its own pattern: galvanised or early-copper supply reaching end of life, original water heaters replaced but original supply lines not, and grading that has moved.
Water damage
Because Colorado’s dry air lies to you, and this ZIP is drier and windier than most of the metro.
Low ambient humidity pulls moisture off exposed surfaces fast. Drywall faces, carpet and the top of a subfloor feel dry within a day or two while the assembly behind them is still holding water. There is no condensation and usually no musty smell, because the moisture is not reaching the room.
In a walkout or a hillside lower level this is worse, because the wall you most need to check is the one buried against the slope — and that assembly stays cold, stays wet, and has no airflow across it.
How a wall feels is the least reliable indicator available here. We meter against unaffected material of the same type in the same building, and we give you the readings. A company that cannot produce a moisture log is not measuring anything.
