Most water damage east Colorado Springs calls come down to two things: supply pipe that has reached the end of its service life, and water coming off Palmer Park faster than the ground can take it. 80909 and 80917 cover Knob Hill, Village Seven, Rustic Hills and the neighbourhoods wrapping the park — the city's 1950s-to-1980s ranch belt.
Water damage
The age of the pipe, and the fact that the high ground is above the houses instead of beside them.
East Colorado Springs was built out across roughly three decades. The oldest of it — the ranch and split-level stock through Knob Hill and the blocks either side of East Platte and Academy — went up in the 1950s and 1960s. Village Seven and Rustic Hills followed through the 1960s, 1970s and into the 1980s. That range matters more than it sounds, because it means the houses on two adjacent streets can be failing for completely different reasons.
Four consequences you do not get in the same combination anywhere else in the metro:
Two generations of supply pipe, failing two different ways. The oldest houses here may still have some original galvanised steel supply, which fails by corroding from the inside out until a pinhole opens. The later build-out and a great deal of the re-piping done in this zone falls inside the polybutylene installation window of roughly 1978 to 1995 — grey plastic pipe with a distinct failure mode of its own. One neighbourhood, two failure populations, two different conversations.
Palmer Park sits above you, not beside you. Most Colorado Springs neighbourhoods relate to a creek at their edge. This one relates to a bluff. Palmer Park is elevated rock, thin soil and steep terrain, and in a hard monsoon cell it does not absorb — it sheds, downhill, into the residential grid on three sides of it.
Ranch geometry. A single-storey house spreads its plumbing horizontally instead of stacking it. That means longer supply runs, more of them under a slab or through a shallow crawl, and a leak that has more square footage to travel across before anybody notices it.
The finished-basement retrofit. A lot of these basements were bare when the house was built and got framed, drywalled and carpeted in the 1980s, 1990s or 2000s. Finished space below grade, built long after the original waterproofing, with the mechanical room, the sump and often a radon system sharing it.

Colorado Springs
Knob Hill (80909). One of the city’s older post-war neighbourhoods, along the East Platte Avenue corridor. 1950s ranch and small-frame stock, a mix of owner-occupied and long-term rental, and a scattering of small commercial along the arterials.
Palmer Park area and East Colorado Springs (80909). The residential blocks wrapping the south and west sides of Palmer Park. 1950s–60s ranch, mature landscaping, and the runoff conversation that defines the zone.
Village Seven (80917). A planned 1960s–70s development east of Academy. Larger lots, more full basements, and a lot of that basement space finished at some point after the original build.
Rustic Hills (80917). 1960s–80s stock north and east of Palmer Park, running toward the Cimarron Hills boundary. This is where the polybutylene window bites hardest.
North-east 80917 toward the Powers corridor. Later 1980s construction, more finished basement square footage, and a transition into the newer stock covered on the Northeast Colorado Springs zone page.
Landmarks that matter hydrologically rather than scenically: Palmer Park and its bluffs as a runoff source; the Templeton Gap drainage corridor ; Sand Creek to the south and east; Academy Boulevard and East Platte Avenue as the arterials that concentrate and redirect surface water in a heavy cell.
Water damage
Because the zone’s later build-out lines up almost exactly with the years polybutylene was being installed.
Polybutylene is a grey, flexible plastic supply pipe used in residential construction from roughly 1978 to 1995. It was cheap, fast to install and widely accepted at the time. It also fails, and it fails in a way that catches people out.
Why it matters here specifically. Village Seven, Rustic Hills and the north-eastern end of 80917 were being built or extended through exactly that window, and a good deal of the 1950s–60s stock in 80909 was re-piped during it too — because that was when the original galvanised was reaching the age where it had to come out. The result is that the pipe age in this zone tracks the neighbourhood’s build and renovation history rather than the house’s build date, which is why a 1958 ranch and a 1986 house on the next street can both be sitting on the same 40-year-old plastic.
How polybutylene actually fails:
How to know what you have. Look at the pipe entering your water heater, at the shutoff under a sink, and at the main shutoff. Polybutylene is usually grey, sometimes silver-grey or off-white, flexible rather than rigid, roughly ½ to 1 inch, and often stamped PB2110. Copper is copper. Galvanised is dull silver-grey metal, rigid, and threaded. If you are not sure, photograph it and a plumber will tell you in ten seconds.
And here is the honest part. If your polybutylene has never leaked, you are not selling, and you are not leaving the house empty for a fortnight — replacing it is not an emergency, and anybody telling you otherwise at 9 p.m. on a Sunday is selling you something. It is a planned expense, it is worth budgeting for, and it is a genuinely good idea before a long absence. It is not a crisis. What is worth doing tonight is knowing where your main shutoff is and confirming it turns.
Colorado Springs
It is elevated ground with thin soil and exposed rock, and in a heavy storm it sends water downhill into the streets below it.
This is the mechanism that makes east-side storm losses different from the rest of the city. A creek-corridor neighbourhood takes water that is passing through. A neighbourhood below a bluff takes water that is arriving from above, fast, and with very little warning.
What that looks like practically:
Water arrives at grade, not through the floor. Runoff coming off high ground reaches your house at ground level. It gets in through window wells, basement stairwells, low doorways, garage thresholds and any grade that slopes back toward the foundation. This is a different failure from the seepage most of the county deals with.
The arterials concentrate it. Academy Boulevard, East Platte and the wide older streets in this zone are effective surface channels in a real cell. Water follows the crown and the gutter line until something interrupts it, and driveways sloping toward a house are the most common interruption.
The window is predictable. The concentrated risk period is the North American monsoon, roughly mid-July through mid-September. Flash flooding is the most common natural hazard in Colorado Springs according to the City’s Office of Emergency Management, and it is a rainfall-rate problem rather than a rainfall-total problem. Half an inch in fifteen minutes on ground that cannot take it will do more than two inches over a day.
And the expansive clay is still underneath all of it. El Paso County sits on expansive bentonite clay, which swells when it takes water on and can exert very large pressure against a foundation. The Colorado Geological Survey treats expansive soil as a named statewide hazard. So the same storm that puts water through your window well also loads the soil against your foundation wall, and the seepage through the cove joint — the seam where the basement slab meets the wall — can show up two or three days later, after the storm has been forgotten.
The insurance point, stated plainly: water that arrives over land from outdoors is flood, and standard homeowners policies exclude it. That is true whether it came off Palmer Park, down Academy, or across your neighbour’s yard. Flood coverage is separate — through the NFIP or a private carrier — and there is normally a 30-day waiting period before it takes effect. Buying it during monsoon season does not cover you for that storm.

Water damage
It is an engineered drainage corridor through the east side rather than a natural creek, and if you back onto it the distinction matters.
Much of the surface water shed off the Palmer Park high ground and the surrounding grid is carried by constructed drainage rather than by a stream in a natural channel. A built channel has a design capacity, and a design capacity is a number that can be exceeded.

Colorado Springs
Because the plumbing runs sideways instead of up, and because a lot of what is finished down there was finished later.
Long horizontal supply runs. A single-storey house distributes water across its footprint rather than stacking it in a riser. More linear feet of pipe, more of it running through a crawl space, under a slab, or through an unheated garage wall. A pinhole in a long horizontal run has a lot of house to travel through before it announces itself.
Slab, crawl and basement in the same neighbourhood. This zone mixes all three, sometimes in the same house after an addition. Each behaves differently:
The retrofit-finished basement. Framing, drywall, insulation and carpet installed below grade decades after the original build, usually without any change to the exterior waterproofing. What that gives you:
And the climate hides all of it. Semi-arid air pulls moisture off exposed surfaces quickly, so a basement wall face or a carpet surface can read dry within a day or two while the assembly behind it is still saturated. No condensation. Often no musty smell, because the moisture is not reaching the room. How a wall feels is the least reliable indicator available in this city. We meter against unaffected material of the same type in the same building, and we give you the readings.
Water damage
It can, and this is worth raising because nobody else in this market will mention it.
El Paso County is EPA Radon Zone 1 — the highest predicted-indoor-radon category. This zone’s housing era is precisely the one where radon mitigation was added after construction, usually as a sub-slab depressurisation system: a suction point cut into the basement slab, a sealed pipe, and a fan running continuously to draw soil gas from under the floor and vent it above the roof.
Where a water loss intersects with that system:
A sump pit is often part of it. In a retrofit, the sump pit is frequently used as the suction point and sealed with a gasketed lid. If that lid comes off during a water emergency and does not go back on properly sealed, the mitigation system stops performing as designed. People take those lids off in a flood, for entirely sensible reasons, and then forget.
Cutting the slab affects it. A flood cut on a wall, a slab penetration, or removal of below-grade flooring can open new pathways or break the seal around an existing one.
Drying equipment changes the pressure in the room. Air movers and negative air machines move a lot of air. A mitigation system depends on maintaining a pressure difference across the slab, and that is a real interaction — not a large one, but a real one, and it is temporary.
What we do about it. We photograph the system before we touch anything, we note the suction point and the sump lid condition on the moisture log, we put the lid back sealed, and we tell you in writing to re-test after the work is finished.
And what we will not do. We do not test radon, we do not design or certify mitigation systems, and we will not tell you your system is fine. That is a measurement taken by someone qualified to take it, after the building is dry and back together. What we will do is not quietly break it and say nothing — which is the actual failure mode here.
Colorado Springs
This zone has the metro’s heaviest residential rental concentration, so this is the most common complication we deal with on the east side.
The general split, before anyone’s specific policy:
If you are the tenant: report it to the landlord or property manager in writing — text or email — so there is a timestamp, not a remembered phone call. Photograph everything before you move any of it. Keep receipts for anything you buy to limit the damage. And if water is actively coming in and you cannot reach anyone, you can call us directly; we will document what we find and hold the scope until somebody with authority approves work.
If you are the owner or the property manager: authorise mitigation immediately. Most policies place a duty on you to prevent further damage, and the cost of waiting overnight for a decision routinely exceeds the cost of the first night’s equipment. There is a second clock too — a tenant’s habitability complaint accrues while you are waiting. Two nights of hesitation on a $2,000 mitigation is not a saving.
What we give both of you is the same document. Moisture readings, dated photographs, a written scope, what came out and why. One record, shared with every party who has a stake in it. When a loss involves an owner, a tenant and two insurers, the incidents that resolve cleanly are the ones where everybody is arguing from the same file instead of three different memories.
And the honest limit: if a supply line let go and a tenant caught it with two towels, you do not need us. Dry it, ventilate it, check it in three days, and take photographs anyway.
Water damage
The water damage east Colorado Springs job list is short, repetitive and seasonal, which is what happens when a whole neighbourhood was built inside the same three decades.
Supply pipe failures — polybutylene and end-of-life galvanised. The signature loss of this zone, and the one most likely to happen while nobody is home.
Water heater ruptures — hard water shortens tank life, and in this housing stock the heater is usually in a finished or semi-finished basement rather than a garage.
Storm runoff off the Palmer Park high ground — window wells, stairwells and garage thresholds, mid-July to mid-September.
Cove joint seepage — expansive clay loading against the foundation after a wet cycle, showing up days after the storm.
Slab and crawl space leaks found late — the ranch-geometry problem.
Frozen pipes — unheated crawl spaces, garage walls and north-facing exterior runs. Burst risk climbs sharply below about 20°F with six or more hours of exposure, and vacant rentals with the heat set low are the highest-risk buildings in the zone.
Sewer backups — root intrusion in the older laterals and storm surcharge into the sanitary main during monsoon cells.
Water main and service line breaks — freeze-thaw soil movement. Colorado Springs Utilities itself attributes elevated main break rates to the freeze-thaw cycle.
Appliance and supply-line failures — washer hoses, fridge lines, dishwashers. Unglamorous and constant.
Colorado Springs
Usually it turns on one question: was the failure sudden and accidental, or was it gradual?
A polybutylene supply line that lets go at pressure on a Tuesday afternoon is sudden and accidental, and that is normally a covered water loss. The same pipe seeping quietly behind a finished basement wall for eight months is gradual, and gradual damage and long-term seepage are excluded under most policies. This is the single mechanism behind most denied water claims, and in this zone — long horizontal runs, finished basements, slabs and crawl spaces — the “found it late” scenario is common enough that it is worth understanding before it happens to you.
What that means for you practically:

Water damage
Mostly, yes — and on an east-side house the list is short and specific.
Find your main shutoff and confirm it turns. Not next month. It is usually in the basement on the street-facing wall, or in the crawl space. An old gate valve that has not moved in twenty years often will not, and finding that out during a burst is the worst possible time. If it will not turn, a plumber replaces it for a small fraction of one water loss.
Identify your supply pipe. Grey and flexible with a PB2110 stamp is polybutylene. Knowing what you have converts an emergency into a plan.
Fix the grade and the downspouts before you spend anything on the foundation. Downspout discharge dumping within a foot of the wall, and soil sloping back toward the house, cause more basement water in this zone than anything structural. Extensions and regrading are the cheapest genuinely effective thing on this list, and they matter more here than almost anywhere because of what the clay does when it takes water on.
Cover the window wells. Clear covers on below-grade wells are cheap, and in a neighbourhood taking runoff off high ground they are the single highest-return item you can buy. Keep the well itself clear of leaf litter and check that the drain at the bottom, if there is one, still drains.
Set the winter thermostat honestly. If the house will be empty in January, do not drop it below about 55°F, open the cabinet doors under sinks on exterior walls, and have somebody physically look at the building. This is aimed squarely at the rental owners in this zone — a vacant house between tenants in a January cold snap is how a small pipe becomes a full-basement loss.
Replace washer hoses and check the water heater’s age. Braided stainless hoses cost very little. A tank past twelve to fifteen years in hard water is running on time it does not have.
Ask about a backwater valve if you have had a sewer backup. It closes against reverse flow when the main surcharges, which is the storm-day mechanism. Whether your drainage layout suits one is a licensed plumber’s call, and permitted work goes through the Pikes Peak Regional Building Department.
One thing worth saying plainly: almost nothing on that list is our trade. We do the cleanup. A plumber does the pipe, a landscaper does the grade. We mention it because the houses we get called back to twice are nearly always the ones where nobody changed anything after the first time.
Colorado Springs
80909 and 80917 are among the quickest addresses in the metro for us, and you will get a time rather than a window.
Two honest local qualifiers. A cell sitting over the east side moves everything — when Academy and Platte are running water, so is every other call in the zone, and during a regional storm every crew in southern Colorado is committed at once. And rentals need somebody with access. If you are a tenant, tell us on the phone whether you can let us into the affected areas, including the mechanical room and the crawl space hatch, because that is the most common cause of delay on a job we have already arrived at.
