This zone holds the newest houses in Colorado Springs and the most remote ones, often within a few miles of each other. On a new build the first question is usually not "does insurance cover this" — it is "is this still the builder's problem."
Water damage
Four ZIP codes covering two completely different kinds of property.
80927 — Banning Lewis Ranch. Master-planned, predominantly 2010s-and-later construction, metro district and HOA governance, full municipal services. The newest housing stock in the city.
80928 — Far southeast rural. Acreage, private wells, onsite wastewater systems, long access.
80929 — Far east rural. Same profile. Genuinely remote.
80930 — Far east rural and the Schriever Space Force Base area. Rural property plus a military renter population, at the longest response distance in our coverage.
A note on scale. In September 1988 Colorado Springs annexed roughly 24,310 acres here — the largest annexation in the city’s history, increasing the city’s footprint by around 25 percent and covering close to a quarter of its total area. Development sat largely dormant for decades before building out in earnest. That is why you can drive ten minutes from a 2019 subdivision and be on a dirt road with a well.
Boundary note: these are large postal delivery areas that do not follow subdivision or community lines. Call with the cross roads rather than the ZIP if you are on an edge.
Colorado Springs
New construction fails differently from old construction — not less often in the first few years, just differently.
Old houses fail from wear. Galvanised supply corroding shut, clay laterals taking root intrusion, a water heater at the end of its life. Predictable, age-driven, and usually preceded by warning signs.
New houses fail from installation. A fitting not fully seated. A supply line pinched during drywall. A shower pan detail done out of sequence. A washing machine box that was never properly secured. These do not degrade gradually — they hold, and then they do not, often eighteen months to five years in, once thermal cycling and settlement have worked on them.
The pattern that is genuinely useful: when several hundred homes go up in the same few years, using the same trades and the same details, the failures repeat. We see the same fitting, the same transition, the same detail across multiple houses in the same subdivision. If we have seen it three streets over, we know where to meter first — which is the one advantage of a new-build loss.

Ask that question first, in writing, before you file anything. On a house this new it genuinely may not be an insurance matter at all.
The sequence that protects you:
Why the order matters. If the builder accepts responsibility, you may avoid a claim on your record entirely — which matters for your CLUE report and future premiums. If they do not, you have lost nothing by asking, and you now have a documented file.

It depends on your governing documents, and in a master-planned community that is a real answer rather than a dodge.
Banning Lewis Ranch and comparable developments here are governed by a combination of metro districts and homeowners associations. What that means for a water loss:
What to do: find your governing documents before you need them, and notify the association in writing when a loss involves anything shared or any adjacent unit.
What we do: document which units and which areas were affected, and when. On a multi-party loss the single most valuable thing is a shared record, because the alternative is three parties arguing from three different memories.

Water damage
Completely different property, completely different job.
Private wells. A well is a mechanical system — pump, pressure tank, distribution, sometimes treatment — and every part of it can fail. When the power goes out, so does your water, which means no water to flush and none to clean up with.
Onsite wastewater treatment systems. No municipal sewer. Septic failure is a Category 3 loss requiring containment, protective equipment, HEPA filtration and removal rather than drying for porous materials. OWTS in El Paso County are permitted, inspected and regulated by El Paso County Public Health, and since 1 January 2024 permit applications must be submitted by a licensed OWTS installer.
Runoff arrives across property, not through an engineered storm system. On acreage there is nothing to catch it.
Outbuildings count. Barns, workshops, shops and detached garages here often have plumbing that nobody thinks about until it splits — and nobody is close enough to hear it running.
What we do not do: test wells, treat water, service pumps, or pump, repair, design or replace septic systems. Those are separate licensed trades. We do the cleanup after a failure and we will say plainly when what you need is a pump or septic contractor instead of us. Cleanup without fixing the failure just buys you a repeat.
Colorado Springs
Because modern construction moves plumbing into places older construction did not, and because a new owner has not yet learned the building’s cold spots.
Burst risk climbs sharply below about 20°F with six or more hours of exposure, and the Front Range crosses freezing repeatedly in a single day.
Where it happens in this stock:
The first winter in a new house is the one to be careful in. You do not yet know which room runs cold, which wall the plumbing is in, or where the main shutoff is. Find the shutoff before you need it at 2 a.m. — in this stock it is usually in the basement on the front foundation wall where the service line enters.
And if the property will stand empty: keep the heat at 55°F or above rather than off, shut the water off at the main and drain the lines through a long absence, open cabinet doors under sinks on exterior walls, and tell your insurer it will be vacant. Policies commonly limit or exclude freeze losses in unoccupied dwellings where reasonable heat was not maintained or the water was not shut off.
Water damage
Because everything about a new build argues against you noticing.
Dry air hides it. Low ambient humidity pulls moisture off exposed surfaces fast, so drywall faces, carpet and the top of a subfloor read dry within a day or two while the assembly behind them is still holding water. No condensation, usually no musty smell.
New materials look fine. Fresh paint and new drywall do not stain the way tired old surfaces do, so the visual signal that would tip you off in an older house arrives much later here.
And the assumption works against you. It’s a new house — it can’t be a plumbing problem. That reasoning delays more losses in this zone than any physical factor.
What we do instead of guessing: meter against unaffected material of the same type in the same building, photograph it, and give you the readings whether or not we do the reconstruction. A contractor who cannot produce a moisture log is not measuring anything — and on a builder warranty file, that log is the whole case.
Colorado Springs
One record, built for both, because you may not know for weeks which one is paying.
This matters more here than anywhere else on our map. In an older house there is one payer and one file. On a house still inside a warranty period there are potentially two, they want the same underlying facts in different formats, and whichever one you did not prepare for is the one that ends up mattering.
What both of them need:
What the builder additionally wants: the source, described precisely. Which fitting, which line, which connection, at what location in the house. A warranty file turns on whether the failure was workmanship, a covered system, or something you did — and “there was water in the basement” answers none of that.
What the insurer additionally wants: the date and time of loss, the cause of loss, and evidence that you mitigated promptly rather than letting it sit.
The one that people miss: photograph the failed component itself before anyone replaces it, and if it is removed, ask for it back. A cracked fitting in a bag is the most persuasive item in any warranty file, and it is routinely thrown in a truck and gone by the afternoon.

Before we arrive: shut the water off at the main if the source is inside — on a well system that may mean killing power to the pump. Photograph everything before you move it. Get what you can up off the floor. Do not enter standing water that came from a septic system or from outdoors.

Especially worth saying where the drive is long.
You can very likely handle it yourself if all of these are true:
Pull the carpet back, get the pad out, run a fan across the area at a low angle rather than straight down, put a dehumidifier in the room with the door closed, and check it in 48 hours.
Call if it still feels damp after two days, a musty smell develops, it reached drywall or insulation, it went under a cabinet run, or it was anything other than clean supply water.
One exception specific to this zone: if the house is under builder warranty, report it in writing even if you dried it yourself. An undocumented water event is the one that becomes an argument later.
