Steep ground, burned ground above it, and a town built before any of it was engineered for.
Most of this metro sits on a plain and takes water slowly. Manitou sits in a canyon at the mouth of Ute Pass, with Fountain Creek running through the middle of it and side drainages feeding in from both sides. Water here does not pool and seep. It arrives, moves through, and leaves — and what it does to a building on the way is a different kind of damage from a slow basement seep.
Five conditions that stack here and nowhere else in the county:
The burn scar sits directly above the town. The 2012 Waldo Canyon Fire burned 18,247 acres across four sub-watersheds, and flash flooding off burned ground can begin within about 15 minutes of heavy rain starting, on rainfall totals that would do nothing at all on unburned terrain. Vegetation recovery was estimated at up to 30 years, so this is not historical.
There is almost no flat ground. Runoff does not slow down anywhere between the ridge and your building.
Fountain Creek runs through the commercial core, not around the edge of town.
The building stock is the oldest in the region — Victorian-era resort construction, masonry and stone, much of it built into the hillside rather than on it.
You are in a different municipality, with different utilities and different local government, and that changes who you call before we even arrive.

Colorado Springs
Manitou Springs (80829). The town itself — the Manitou Avenue commercial core, the residential streets climbing both canyon walls, and the older neighbourhoods along Fountain Creek.
Ute Pass corridor. The US 24 corridor climbing west out of Manitou, including the communities strung along it.
Cascade and Chipita Park. Small mountain communities above Manitou in the pass, on steeper ground with longer drive times and, in places, private wells and septic systems rather than municipal service.
Green Mountain Falls. Further up the pass, at the El Paso/Teller county line. Confirm with us before assuming we cover a specific address up here — the honest answer depends on the day and what is already running.
Landmarks that matter hydrologically rather than scenically: Fountain Creek, which runs through the town centre · Williams Canyon, entering town from the north · Ruxton Creek, coming down from the Pikes Peak side · the Waldo Canyon burn scar above and north-west · Ute Pass and US 24 as the only practical access route · the Manitou Incline and Barr Trail trailheads, which matter because of the runoff paths on that hillside, not because they are famous.
Water damage
No. Manitou Springs is a separate incorporated municipality and runs its own water and wastewater system.
This matters more than it sounds, because every instruction on the rest of this site about Colorado Springs Utilities does not apply to you. Inside Colorado Springs, the curb stop is the ownership boundary and only CSU may operate it, under Colorado Springs Municipal Code §12.4.409. In Manitou that is a different utility, a different emergency number and a different set of rules.
What to do about it, once, before you need it:
That changes everything about a water loss — there is no utility to call, the pump is yours, and a septic backup is a different job from a sewer backup.Three jobs, fifteen minutes, and it is the difference between a wet floor and a wet floor plus a wall. None of it involves us and none of it costs anything.
Colorado Springs
Faster than anywhere else we work. Onset off burned ground can be about 15 minutes from the start of heavy rain.
That number is the single most important fact on this page, and it changes what “being prepared” means. Fifteen minutes is not enough time to move a car, clear a basement and make a decision. It is enough time to get to higher ground, and that is all it is for.
What makes the corridor behave this way:
Burned ground repels water. Intense fire can leave soil hydrophobic — water runs off the surface instead of soaking in. Ground that used to absorb a storm now sheds it.
There is nothing left to slow it down. Vegetation and root structure that would normally intercept and delay runoff burned in 2012, and recovery was estimated at up to 30 years.
The terrain concentrates it. Steep, narrow drainages funnel water from a wide area into a narrow channel. A storm cell that never rains on Manitou at all can flood Manitou, because the rain fell on the ground above it.
It carries material. Runoff off a scar is not clean water — it moves ash, sediment, rock and debris. That is a debris flow, and it does structural damage that clean water does not, then leaves contaminated sediment inside the building.
The window is predictable: the North American monsoon, roughly mid-July through mid-September. Flash flooding is the most common natural hazard in Colorado Springs according to the City’s Office of Emergency Management, and in this corridor it is the hazard that defines the place.
The honest limitation, and it matters more here than any advice we could give: when a flash flood warning is issued for this corridor, do not call us first. Get to higher ground. We cannot help you and neither can anyone else until the water is through. Page-27 sets out the warning-response sequence properly, and it applies here with less margin.
Water damage
Almost certainly not. Water arriving over land from outdoors is flood, and standard homeowners policies exclude it.
This is the most expensive misunderstanding in this ZIP code. A storm that sends water off the scar, down Williams Canyon and into your building is excluded under a standard policy regardless of the fact that a wildfire caused it and regardless of whether you are in a mapped flood zone.
What actually applies:
Floodplain management for all of El Paso County runs through the Pikes Peak Regional Building Department, and that is where an actual determination for your address comes from. We will not tell you whether your property is in a mapped flood zone. That is a determination, not an opinion, and it is not ours to make.

Colorado Springs
Slowly, and not the way the rest of the county does.
Manitou’s core stock is late-nineteenth and early-twentieth-century resort construction, and most of the site’s default assumptions do not hold in it.
Stone and masonry foundations, often built into the hillside. The metro default — cove joint seepage where a poured slab meets a poured wall — does not describe these buildings. Water comes through the wall at multiple points, varies with the season, and frequently has no single source to fix. A homeowner who calls a plumber gets told, correctly, that there is no leak.
Thick masonry holds and releases moisture slowly. Drying takes longer than an equivalent volume of water in a modern building, and the readings have to be interpreted against stone and lime mortar rather than against a modern baseline.
Plaster over wood lath, not drywall. It holds far more water, the lath behind it holds more still, and it does not stain the way drywall does — so the visible signal arrives late.
Buildings cut into the slope. A wall with earth against it on one side and a room on the other behaves like a retaining wall that someone plastered. Water arriving downhill reaches it from behind.
Stacked flooring. A 130-year-old building often carries original boards, then linoleum, then plywood, then something modern. Water gets between the layers and cannot get out.
And the climate hides all of it. Semi-arid air pulls moisture off exposed surfaces fast, so a wall face reads dry within a day or two while the assembly behind it is still saturated. How a wall feels is the least reliable indicator available in this region, and in a plaster-over-lath building on a hillside it is worse than useless. We meter against unaffected material of the same type in the same building, and we give you the readings.
Water damage
They are part of the town’s hydrology, and the honest answer is that we treat groundwater here as a live variable rather than an assumption.
Manitou Springs is named for its natural mineral springs — carbonated groundwater reaching the surface through the local geology. That is the reason the town exists, and it is a genuine hydrological feature rather than decoration.
What we can say from restoration practice: in a canyon town with a creek through the middle, springs at the surface and buildings cut into the slope, groundwater is not a constant. Moisture in a below-grade wall may be seasonal, may relate to the creek, may relate to irrigation uphill, and may have nothing to do with the loss you called about. We find it, we measure it, and we tell you which is which.
What we will not do is diagnose it. Whether a specific building’s moisture relates to the spring hydrology, the creek, the slope or its own drainage is a question for a hydrologist, geotechnical engineer or structural engineer — not a restoration contractor. We will say plainly when a question is outside our scope, and this one frequently is.
One practical consequence worth knowing: if a below-grade wall in an old Manitou building has been damp every spring for twenty years, that is not what we are drying. We will document it, distinguish it from the loss, and say so in writing — because a carrier will otherwise treat the whole wall as long-term seepage and decline the lot. Separating pre-existing moisture from new damage is the most valuable thing we do on a building like this.
Colorado Springs
Flash flood and debris flow — the signature loss of this corridor, mid-July to mid-September, arriving at grade with sediment in it.
Frozen pipes — and this one is underrated. Manitou sits higher than Colorado Springs, in a canyon that holds cold air, with buildings that were not built with insulation. Burst risk climbs sharply below about 20°F with six or more hours of exposure, and unheated stone cellars and enclosed porches are exactly where it happens.
Vacant-property losses — short-term rentals and second homes that nobody has entered for weeks.
Roof and valley failures — complex Victorian rooflines with valleys, dormers and additions that collect debris and ice.
Creek-adjacent seepage — buildings close to Fountain Creek taking water at grade or through the wall.
Aging supply plumbing — galvanised steel in the oldest stock, corroding from the inside until a pinhole opens.
Septic failures — up the pass, where there is no municipal sewer.
Slope-driven intrusion — water arriving downhill against a wall that is holding back earth.
One correction to the obvious framing: the burn scar gets the attention, and it deserves it. But across a full year, December through February takes more calls in this corridor than August does. Frozen pipes in cold, old, empty buildings are the quieter, steadier problem, and almost nobody writes about it because the flood is the dramatic story.
Water damage
More than a smart sensor, and the most useful item on the list costs nothing.
This corridor has a concentration of short-term rentals and second homes that no other part of the county comes close to, and an empty building does not report a problem. A supply line that fails in an occupied house is a bucket and a bad evening. In a building nobody has entered for three weeks it runs until someone opens the door.
What actually works, in order of value:
Shut the water off between bookings if there is a real gap. A building with no water in the pipes cannot flood from a pipe. This is the whole answer and it is free.
Keep the heat above about 55°F through winter. In a canyon that holds cold air, in an uninsulated building, this is not optional. Check your policy’s vacancy and unoccupancy language before you leave it empty — many policies restrict or exclude freeze damage where reasonable precautions were not taken.
Have somebody physically walk through it weekly. Not check an app — walk through it. Sensors tell you about water that has already arrived; a person notices the smell, the stain and the running toilet.
Know who can let us in. The single most common delay on jobs in this corridor is not driving. It is arriving and waiting for access. Tell us on the phone who has keys, including for the mechanical room and any cellar hatch.
Give your cleaner or manager the shutoff location. They are in the building more than you are.
And the honest limit: if a guest reports a small leak that they caught with towels and the floor is dry the next day, you do not need us. Photograph it, note the date, have a plumber look at the fitting, and move on. Calling a restoration crew for that is how people end up with a claim they did not need to file.
Colorado Springs
For mitigation, no. For reconstruction, possibly — and Manitou administers its own process.
Mitigation is unaffected. Extraction, drying and the removal of unsalvageable material proceed immediately. Nothing about a building’s age or designation delays making a building safe and dry, and nobody should tell you otherwise.
Reconstruction is where it changes. Manitou Springs is a separate municipality with its own planning and permitting, and parts of the town carry historic significance. Work involving the exterior of a designated property may require review, and materials and timelines can differ from what a standard insurance estimate assumes.
What that means practically:
We will not tell you what your property’s designation status is or what review it needs. That comes from the City, in writing, and getting it from us instead is how people end up rebuilding twice.
Water damage
Manitou itself is a routine run. Up the pass depends on US 24, and US 24 is a single corridor with no practical alternative.
Here is the honest version, because an optimistic number is worth nothing to somebody with water in their building.
Manitou Springs (80829) — reachable, routinely, and you get a time rather than a window.
Cascade, Chipita Park and Green Mountain Falls — a genuine drive, and it lengthens in weather.
Ute Pass access is the real variable. When US 24 closes or slows for a crash, ice, rockfall or flooding, there is no sensible way around it. We will tell you that on the phone rather than quote you a time we already know we will miss.
Two more things that move the clock here:
A regional storm commits everybody. During a monsoon cell over this corridor or a hail event across the Front Range, every crew in southern Colorado is working at once. You will get your position in the queue, honestly.
Access and parking. Narrow streets, steep driveways and buildings set above or below the road mean equipment sometimes has to be carried further than usual. It is not a delay we can remove, but it is one we can plan for if you mention it.
