Broadmoor and Skyway are connected to the Southwest Area drainage basin, where City material names Upper Cheyenne Creek, Cheyenne Run and Spring Run. The 3 September 2024 Broadmoor Valley Road main break is a specific incident, not a claim about neighborhood frequency. Colorado Springs Utilities told local media the break began shortly before 2:40 p.m., crews arrived soon after, and the water was shut off within 30 minutes. Four homes along Woodbridge Drive were in the downhill path.
At one home, water fell onto the roof, overwhelmed the gutters, moved beside the house and entered basement window ducts. The occupant also reported that water on the deck shorted the outlet serving the sump pump. That sequence shows why source water and indoor water category are not always the same.
Drinking water inside an intact pressurized main begins as clean water. Once it blasts soil, rock, pavement, roofing and exterior surfaces, it picks up contamination. Water that reaches a basement by crossing those surfaces is handled as outdoor contaminated water, not as a clean supply-line spill. Electrical safety also changes when an exterior receptacle, sump circuit or service equipment is involved.
The utility owns control and repair of the public main. The property owner still needs an indoor record: wide photographs, the entry point, the high-water line, affected contents and the time the source stopped. A restoration crew then maps the basement, wall edges and floor assembly. One team does not replace the other.
