What Actually Drives the Price of a Water Damage Job

Six things: how much material got wet, what kind of water it was, how many days it sat, what the materials are, how hard they are to reach, and how much of the work is drying versus rebuilding. Everything else on an invoice is downstream of those.

Why won't anyone give me a price over the phone?

Because the honest answer requires information nobody has yet — including you.

The two questions that move the price most are how much material is actually wet and how far the water travelled. Neither is visible. Water wicks up drywall, runs along the underside of subfloor, moves inside stud bays, and gets under floor coverings that will not release it. A loss that looks like one room is frequently three.

A company that quotes a firm number on the phone is doing one of two things: guessing high to protect themselves, or guessing low to win the job and supplementing later. Neither helps you.

What you should get on the phone: a range based on what you are describing, the questions that would narrow it, and a clear statement of what will be measured on arrival. That is a reasonable expectation and you should ask for it.

Driver 1 — How much material got wet (the class of loss)

This is the single biggest factor, and the industry has a formal framework for it.

Under the IICRC S500 standard, water losses are graded by class, which describes how much material is wet and how readily it will release that moisture. Broadly:

  • Class 1 — the least water and the slowest evaporation. Part of a room, minimal absorption into materials, mostly low-porosity surfaces.
  • Class 2 — a larger amount, typically an entire room. Carpet and pad wet, water wicked a modest distance up the walls.
  • Class 3 — the greatest amount and the fastest evaporation. Water usually came from overhead, so ceilings, walls, insulation, carpet and subfloor are all involved.
  • Class 4 — specialty drying. Moisture held deeply in low-porosity materials like hardwood, plaster, concrete, masonry or stone, which release it slowly and need longer, more controlled drying.

Class determines how much equipment goes in and for how long. That is most of the mitigation cost right there. A Class 4 job in a plaster-walled Westside home is a fundamentally different piece of work from a Class 1 spill on tile, even if the square footage looks similar.

Why this matters when you read a quote: if the estimate does not reflect the class you actually have, the equipment count and the number of days will be wrong, and one of you will be short.

Driver 2 — What kind of water it was (the category)

Category is about contamination, and it changes what can be saved.

  • Category 1 — clean water. A supply line, a water heater, a melting appliance line. If it sits, or passes through contaminated material, it degrades to Category 2.
  • Category 2 — grey water. Dishwasher or washing machine discharge, toilet overflow from the bowl only, seepage through a foundation wall.
  • Category 3 — black water. Sewage, septic backup, any flooding from outdoors, and anything standing long enough to grow.

Category 3 costs materially more and it is not a margin decision. It requires containment, protective equipment, controlled removal and disposal, and it means porous materials come out rather than being dried. Carpet, pad, drywall below the line, insulation and particleboard cabinetry all leave the building.

The category is set by the source and by elapsed time, not by how the water looks. Clear water from a sewer line is still Category 3.

Driver 3 — How many days it sat

This is the driver you have the most control over, and it compounds.

Two clocks start when the water arrives:

  • Migration. Water keeps moving. Every hour, more material is wet than was wet before. A two-room loss on Saturday morning is often four by Sunday night.
  • Microbial growth. Roughly 24 to 48 hours on wet porous material — drywall paper, carpet pad, insulation, cabinet backing. Once growth is established, the job acquires a remediation component with containment, and the cost step is significant.

There is also a category effect. Category 1 water that sits degrades to Category 2, and Category 2 that sits degrades to Category 3. Delay does not just make the job bigger. It can change what kind of job it is.

This is why mitigation is urgent even when the damage looks minor, and why most policies place a duty on you to prevent further damage rather than waiting for an adjuster.

Driver 4 — What the materials are

Two rooms of identical size can differ enormously depending on what is in them.

Materials that dry well and usually stay:

  • Framing lumber — almost always saveable
  • Concrete, block, tile, sealed masonry
  • Solid hardwood, often, if caught early and dried in place
  • Structural subfloor, frequently

Materials that usually leave:

  • Carpet pad — designed to absorb, cheap to replace, rarely worth drying
  • Batt insulation — holds water, cannot be dried in place
  • Particleboard and MDF cabinetry, including toe kicks — swells and does not recover
  • Laminate flooring, once the core has swollen

Materials that make the job harder and slower:

  • Plaster over lath — dense, slow to release moisture, common in pre-1940 Westside and downtown stock
  • Tile over a mud bed
  • Hardwood over subfloor, where the underside is sealed against a wet deck
  • Anything under a vapour-impermeable floor covering, which traps water against the surface that would otherwise release it

Finished basements are the biggest single multiplier in this market. A finished lower level means drywall, carpet, pad, trim, doors, built-ins and often cabinetry — all of which change both the mitigation scope and the reconstruction that follows. In Briargate, Northgate and across the newer northeast, finished basements are standard rather than exceptional.

Driver 5 — How hard it is to reach

Access is real work and it appears on invoices as work.

  • Crawl spaces. Common in the older Westside, Old Colorado City and downtown stock. Everything takes longer, equipment has to be carried in, and unheated crawl spaces in winter need desiccant equipment rather than standard refrigerant dehumidifiers.
  • Multi-storey losses. Water from an upstairs bathroom affects the ceiling below and the floor above. Two spaces, two drying environments, and often an inaccessible cavity between them.
  • Tear-out for access. Reaching wet material sometimes means removing dry material. That removal, and its replacement, is a cost.
  • Fixed obstructions. Cabinet runs, built-ins, stair carriages and tiled surrounds all hide wet material and complicate drying.
  • Contents. Whether things can be moved within the property or need to leave it. Pack-out is a separate line and a significant one.

Driver 6 — Mitigation versus reconstruction

This is the distinction that causes more invoice confusion than anything else, and understanding it will change how you read a quote.

Mitigation is the emergency phase: extraction, removal of unsalvageable material, containment where needed, structural drying, and verification that the building is dry. It is billed largely by equipment and by day.

Reconstruction is putting it back: drywall, texture, paint, flooring, trim, cabinetry. It is billed like any construction job.

They are frequently quoted, invoiced and even performed separately. Many people receive a mitigation invoice, assume it is the whole cost, and are surprised by the reconstruction estimate that follows.

Ask directly: is this quote mitigation only, reconstruction only, or both? It is the single most useful clarifying question you can ask about a restoration price.

How is restoration work actually priced?

Most restoration and insurance work is estimated in Xactimate, the software the large majority of carriers use. It prices individual line items against a regional price list that updates periodically.

That means an estimate is not a lump sum someone invented. It is a list — square footage of drywall removed, linear feet of baseboard, number of air movers, number of dehumidifiers, number of days each ran, antimicrobial application by area, and so on.

What that structure means for you:

  • You can check it. Measure a room. Count the machines. Quantities are verifiable and errors are common and usually honest.
  • Equipment is billed per unit per day. A drying job that runs five days instead of three costs meaningfully more, which is why daily monitoring and adjustment matters.
  • Labour and materials are separate lines.
  • The price list version matters. An out-of-date list under-prices current material costs.
  • General contractor overhead and profit may appear as a separate line where multiple trades are coordinated.

Ask for the full line-item estimate, not a summary page. A summary tells you nothing you can verify.

What is genuinely negotiable, and what is not?

Being straight about this is more useful than pretending everything is flexible.

Not really negotiable:

  • The class and category of the loss. Those are determined by conditions, not by preference.
  • Whether porous material that has been in Category 3 water comes out. That is a health standard.
  • The dry standard. A building is either at baseline moisture content or it is not.
  • Disposal of contaminated material.

Genuinely discussable:

  • Scope boundaries. How far past the visibly wet area the removal extends. Ask what the meter readings say at the boundary.
  • Whether some materials are dried in place rather than removed. Hardwood is the classic example and it is worth attempting.
  • Equipment count and duration, if daily readings show the space drying faster than planned.
  • Whether you handle some of the reconstruction yourself. Painting and simple trim work, if you want to.
  • Contents handling. Moving things yourself where practical reduces pack-out.
  • Timing, on non-urgent reconstruction.

A contractor who will not discuss any of the second list is not estimating, they are quoting a package.

Why do two quotes for the same job differ so much?

Almost always for one of five reasons, and only one of them is about price.

    Different scope. One included the ceiling below; the other did not. This is the most common cause by a wide margin.

    Different assumptions about what can be saved. One plans to dry the hardwood in place; the other has priced replacement.

    Different equipment days. One assumed three days; the other five.

    Mitigation only versus mitigation plus reconstruction. Comparing one of each is comparing nothing.

    Different price list version or different labour rates.

How to compare properly: put the two line-item estimates side by side and find the lines that exist in one and not the other. Then ask each contractor to justify the difference. That conversation is usually short and clarifying.

Does any of this cost more in Colorado Springs?

Four local factors push in different directions, and it is worth knowing which way.

Things that tend to increase scope here

  • Finished basements are standard, particularly in Briargate and Northgate (80920, 80921) and across the newer northeast — Stetson Hills, Wolf Ranch and Banning Lewis Ranch (80922, 80923, 80924, 80927). A finished lower level roughly doubles the material list compared with an unfinished one.
  • Losses are found late. Dry air pulls moisture off exposed surfaces, so drywall faces and subfloor tops feel dry while the assembly behind them is still wet. There is no condensation and often no smell. That delayed discovery means a larger scope by the time anyone acts — and it is the local factor most likely to move your invoice.
  • Category 3 is over-represented in the older stock. Root-intruded clay sewer laterals in pre-1940 Westside, Old Colorado City, downtown and Old North End homes (80903, 80904, 80905, 80907) mean backups are a recurring rather than a freak event.
  • Access. Crawl spaces in the older stock, and genuinely long drive times to Black Forest and Falcon (80908) and the far-east rural ZIPs (80928, 80929, 80930).

Things that tend to reduce cost here

  • Low ambient humidity genuinely helps drying once equipment is running and ventilation is used correctly. There is more capacity in the air to take moisture up. Caught early, jobs here can dry in fewer equipment days than the same loss in a humid climate.
  • Hardwood in-place drying works well for the same reason, which avoids replacement on a floor that would otherwise be torn out.

The one that goes both ways

After a significant hail event the whole market runs at capacity. Hail accounts for 26% to 54% of a Colorado homeowner’s premium depending on county — roughly 50% along the Front Range — according to the Colorado Division of Insurance’s February 2026 analysis of data covering about 80% of the market across 11 counties. That premium share reflects how often serious hail lands here. When it does, response times stretch, equipment is committed elsewhere, and out-of-area contractors arrive. Delay costs money on a water loss, so a storm event can raise your total even if nobody raises a rate.

What can I actually do to reduce the cost?

Six things, in order of impact.

    Call fast. This is worth more than everything else combined. Migration and microbial growth are the two things that turn a small job into a large one, and both are time-dependent.

    Shut the water off at the main if the source is internal.
  3. 3
    Get contents off the floor and out of the way, safely. Furniture legs stain, cardboard wicks and collapses, and pack-out is a real line item.

    Do not run the HVAC if the water was contaminated. It distributes the problem through the whole house.

    Photograph everything before it moves. Not a cost saving directly, but it protects the claim, and a denied claim is the most expensive outcome available.

Why is drying equipment billed per day?
Because that is what it costs to have it in your house. Air movers and dehumidifiers are billed per unit per day, so a job that dries in three days costs less than the same job over five. Daily monitoring exists partly to pull equipment as soon as an area reaches the dry standard.
Is the estimate the final price?
Usually close, but supplements are normal on water losses. The full extent is often only visible once material comes out. A good contractor tells you upfront where they think a supplement is likely.
Why does the cost go up if I waited?
Because water keeps moving and microbial growth starts in roughly 24 to 48 hours on wet porous material. Waiting increases the affected area and can add a remediation component with containment. It can also change the water category, which changes what has to be removed.
Does it cost more if it is Category 3?
Yes, materially. Category 3 requires containment, protective equipment, controlled removal and disposal, and porous materials come out rather than being dried. That is a health standard rather than a pricing preference.
Can I do some of the work myself to save money?
Sometimes. Moving contents, and simple reconstruction like painting, are reasonable to take on. Extraction, structural drying and anything involving Category 3 water are not, and attempting them usually costs more than it saves.
Do you charge for the estimate?
Ask any contractor this directly, and ask whether an emergency call-out carries a fee. Policies vary and there is nothing wrong with either answer — but you should know before someone is standing in your hallway.
